Have them put into full detail about what the problems are and where they stem from. If it's nothing technical and they're just a bunch of adult babies then politely remind them to practice having accountability.

Grab a list of all the bug reports, walk over to their department at a time they are not so busy (set up a time with them if you need to, say something like ‘hey, I’m really interested to understand better how you guys work and are using our system, and also see you replicate some of these bugs as we are having a bit of trouble over here doing so and we (your / OP’s team) really wants to help us all be a success.’) then sit with a couple of people from the team at least, for every bug get them to replicate it and understand why it is happening. If they can’t replicate it and it looks like a lie on their behalf, say something like ‘ok I will close this report for now as it seems to be working, but if it happens again then give me a call and I will be over / share screen with you ASAP to understand it better.’ And then close the report (for a power move close it as solved).

If you can successfully see them replicate the bugs or issues then diagnose what you need to do to solve (coding change, training issue, software not fit for what they are trying to do, etc.) and action appropriately.

If their boss doesnt let you spend time with their team then just report that to your manager and say that you tried to help, really wanted to work better together with them, but for some reason their boss, whatever, said no. Say that you are available to help further if the other team lead changes their mind.
