Lifting would help, definitely.

Look at the face and neck, there is barely any muscle anywhere. A walking skeleton with skin.

Just increasing this guys protein intake by 30g a day would help. I mean fuck me, this guy looks like he has been sitting down in a well for 2 years straight and just re-emerged. I'd love to see a side by side comparison between a holocaust survivor and this guy. They'd be pretty similar. Malnutrition and lack of exercise really does take its toll.
