There likely won't be frat parties next year, or if there are, IFC is going to intensely regulate them and they'll likely suck. This will probably depend on your school, but mine was a pretty big party school (graduated this year), and I can't see them being open next year at full capacity.
What kind of girls a frat can get you depends on your tier. Be very tier-conscious, tbh, if you're really in it for the girls. At my school, low tier was basically virgins who couldn't get girls to their parties at all, mid-tier meant your parties were fun and some girls came but you had to have game to smash and not coast on your frat's name, and high tier meant you were around a lot of 6-8 SMV women who were slutty and drunk all the time. Most guys in top frats pull, and they don't need a ton of game to do it.
Girls will value the top frats only (as far as increasing your chances), but they'll party at other frats.
Your fraternity brothers will make you feel like you should only date sorority women. Do NOT listen to them. I dated a girl who wasn't in a sorority but had a bid from our top one (nobody knew that part). She was smoking hot and a great quality LTR--I'm still with her. But I'd get shit for not dating a sorority girl. Meanwhile, my LTR's roommate was in one of the top sororities and she's kind of like the epitome of what you'll see in most sorority girls. Spoiled with daddy's money, sucks different dudes' dicks like it's her job, can't cook, doesn't clean up after herself, broke up with her BF to fuck an NFL player, is really only a 7 because she's fit and blonde (which sadly most girls aren't), and is borderline alcoholic. That's pretty much the standard. Don't date them.

It depends on the school. Some schools, especially large southern schools, having a social life is very hard without being in a frat. They definitely help with getting girls though, especially if you join a top tier frat on your campus. If youre going to school with a big emphasis on greek life, being in a top tier fraternity will definitely impact your chances with girls and will give you clout with some girls.

However, I think the best thing fraternities have to offer is the brotherhood. Make sure you check out a bunch of organizations at rush and pick one where you think you'll fit in. Only pledge somewhere with guys that you can see yourself hanging out with a shit ton because it is a time and money commitment. I have made amazing friends in my fraternity and I know that I have some awesome connections later in life because my fraternity is full of high achieving guys
