how do I develop a chill personality?

Don't complain, don't be negative, don't talk so much, don't be the court jester, be relaxed, positive, and fun.

I try not to give a fuck but my circumstances force me to. I dont have much friends,and if I stop giving a fuck and do whatever shit i want i fear i may not be able to make friends and offend others in the process - making enemies rather than friends.

What do you want to do that's going to offend others so much?

I want to have fun, alot of it. And I absolutely hate hanging out with dry, boring friends.

The chillest people I know are still fun. Maybe a bit dry in the sense of the qualities I mentioned above. Definitely not the most high-energy outgoing obnoxious people, or else they wouldn't be chill would they. But that doesn't mean they're not fun because they're usually down for whatever.

The problem here is that you are thinking about the others and you want "people to see me as chill" not "I'm chill.".
