One seizure, may not be a big deal if he's had them as a child.

If it happens regularly, then he 100% shouldn't be driving.

I spent years trying to get my dad to go to rehab for gambling and drug addictions. He never listened to anyone and people have spent decades trying to help. I cut contact with him and eventually he reached rock bottom, got extremely sick and went. From my experience if it gets to the point where he could potentially die or hit rock bottom he will figure it out.
