I think it depends on your priorities. Generally speaking I would either start with "48 Laws of Power" or "Mastery". Then decide:

If you are in a state of personal development (read monk mode), pick up Mastery.

If you are in a state of control loss, but can not afford to go undercover and work on yourself first, pick up 48 Laws of Power.

But: Just read the summaries and decide what you think will help you the most in your current situation.

The 50th or 51st first law that includes 50 cent wasn't bad.
