If you have to ask these questions, you've already lost. Once a girl "out of [your] league," so she is.

Girls want the guy that brazenly comes over without thinking of his ego or insecurities, and makes fun, light banter with them. They want this guy because he's confident and initiative (btw he also has to be hot). Women will never approach first - they're wired to respond and filter.

Develop yourself into this confident, hot, fun guy, then make it a practice to approach girls without hesitation.

Newsflash, women will not talk to you. They fear rejection, if she's hot, she knows it and chances are has never approached. Just ask her about something committee related and invite her out to something cool in the near future. Done and done.

How should i approach?

Go over, say "Hi, my name is [name]." Test her receptiveness and look for IOIs. Get her number. If you want to ask her out, do it within 24-48 hours.
