I am facing a problem with girls. The problem is that i think i give up too soon?

Example: had a party got talking to a cute girl, exchanged contacts and was having a okay'ish time. Btw i feel like she was just friendly? I texted her trying to smalltalk and ask her out (probs in 2-4messages)but felt like she would have not gone out because she was answering with few word and crying emojis...

So the problem is that she didn't ask anything back or try to get conversations flowing. Does means that she isn't into me? That is the part which confuses me alot because i basically rule myself out when this happens and i do not know 100% if its correct.
