This is how I see it:

Showing Interest/Confident Iniciative/Clear Sexual Intentions/ Direct Approach

When you see a girl you'd want to meet and you feel attracted to, go meet her on the spot. Make your intentions clear about why you are talking to her. This applies when you meet new people.

This is you, going for what you want.

Showing Disinterest/Ignoring/Making Her Feel her SMV is lower/Hiding your Intentions (3rd Law of Power)/Making her wonder if you like her

This is for people (girls) that you already know, established a rapport with. Don't give attention they don't deserve. They have to wonder what the hell are you thinking/going to do next.

Or for girls who approach you, or that find ways to be close to you.

The 3rd law of power is very contextual and more for a friendship/co-working/business partnership type relationship (in my opinion).

There is nothing to reconcile. You need both. Push-pull is the most basic of techniques.

Pull: Be confident and express your desire in no uncertain terms. Joke, kid around, build attraction in her.

Push: While kidding around there is another hot girl that catches your eye. And you are quite obvious that you are checking her out. And you give no fucks while doing it.

However, I would argue that hiding your intentions is not appropriate in this case. That may apply in business but never with women. You need to be clear about what your intentions are (sex) in order to screen through the time-wasters and validation whores.
