Being attractive as a male is being dominant and strong. If you avert your eyes out of what's essentially embarrassment because a girl meets your eye contact, then you're showing you're supplicant to her.

You shouldn't stare but you shouldn't look away as a response to her seeing you like you're trying to hide the fact you were looking. You should just look at whatever you want to look at, because you're a man and you're in charge.

There are so many different nuances with eye contact but I'll try to think of the main effects. First and foremost it shows confidence, an insecure person will have a terrible time looking a stranger in the eyes when they first meet. Secondly as another guy pointed out it creates tension, which can be a good or bad thing. For instance if you just stared at her when she noticed you looking then that's tension but not the kind we want to be using. Lastly it shows investment, but there is good and bad investment like with tension. For instance if you tell a funny joke near a cute girl and you immediately look to her you're shouting to the world that you are invested in her response.

Well that's the best I can do thinking about it off the top of my head
