What does this statement within The Rational Male mean?

Take out the words "for the manipulated". Essentially, something that would reinforce the thought that you were in a healthy relationship, is being manipulated against you.

Sex reinforces you're in a healthy relationship. Her using sex to get you to do things is manipulating what would normally be an indicator of a healthy relationship to her will.

You have sex, yay good relationship. You have sex only after you do things for her, yay I'm in a happy relationship... So long as i do things for her..... Wait?

She will suck you if you buy that kitchen, next BJ is reserved for next manipulation.

But when these are happening non stop in relationship, other side is constantly 'reinforced'.

I think it means withholding sex or affection for a certain goal is manipulation because sex in a healthy relationship is a reinforcer of...something. Not sure exactly what is meant by reinforcer
