These girls are fucking, but just not you. You need to set up dates properly and be able to come across as fun & flirty over text, along with having great pictures that put you into the top 5%.
It's possible, I wouldn't consider myself that attractive, but can still invite over 1-2 new girls a week from Tinder.

These women have an influx hundreds of options at any given time, so they need to know that you’re preselected right off the bat for them to feel some sense of urgency to meet up. Even if they find you attractive, they know they have the abundance to where they won’t feel like they’re missing out if you don’t actually meet up, because there are always other good options available to them.
So what can you do to increase your odds? Use good photos, but use photos that display social proof as well. Use photos that show you out with friends in suits, or subtly showing a high value organization/sports team you’re involved with, or with an attractive group of girls. It sounds like you know the game when it comes to not being too available, so just keep improving your SMV and tailor your profile to show you have options and live and interesting life.
Also, get on your grind and get busier socially so you’re actually living a busy, purpose-driven, high value life. When you’re working 40+ hours, learning new skills, hitting the gym, and getting out with friends, it’ll show in your attitude and results with women.

when i was on online dating apps, i found the best results came from matching, msg'ing, getting a phone number quick, and getting her to come out to meet quick. if it takes more than 2 days, you'll never meet her. try getting matches wednesday/thursday, and set meets for friday evenings and saturday lunches. suggest quickie after work drinks before heading out for the night's carousing plans, or lunch/coffee meets on weekend afternoons when there are less likely to be big plans happening. even late breakfast (with obligatory jokes about fighitng off hangovers with pancakes).
you'll see the time wasters show themselves quick because they'll try to string you along without meeting. the ones that are interested for real will come meet.
