When I see a girl during work hours, I know what I'm going to say to her, how to step into her line of vision, how to transition from the open, what tone and volume I'm going to use, what she is likely to say, how girls typically react to me.
I am prepared. The girl is not going to surprise me.

Pick something, and go with it.
At the taco truck - did you get the chicken taco, girls always get chicken.
At the train station, did I just miss the train, I'm always miss them by a few steps.

Just pick something and go.
If you can't start a conversation with a perfect stranger about the environment, current events, who they are, etc - practice that shit. All day. Talk to everyone.

By 'attraction' I assume you don't mean she wants to have sex? I've experimented with every piece of 'attraction material' known to man, and it can definitely make girls think you are fun or interesting, but if they aren't into your looks, then there's certainly not gonna be any sexual attraction
