Yeah. People you cold approach have very little investment in you and thus have no real incentive not to flake if for whatever reason they become less enthusiastic about meeting you. OR they gave their number to get you to go away because they were uncomfortable.

Meeting people in places where you interact for more than a few minutes at a time to build up attraction, ideally through social circles. House parties, private events, bars and clubs, group activities. Basically you need to balance meeting new people at a high rate with being able to build attraction and screen mutual compatibility with each person.
There are guys that make cold approach work but it's a high ratio of interactions to dates even for the best.

Uhhh go to those places? Like, if you have friends who go to things like this, ask for invite. Be social and meet new people and see what they're up to. Do things you're interesting in to meet likeminded people. Network.
