Just to clarify, a bunch of women said you’re making them uncomfortable and even told a security guard because they felt under threat. Multiple women, not just one. And you think the problem is the women “can’t handle it”?
Maybe you could learn from the security guard talking to you and realize that the women aren’t the problem, your approach is. Yes you can get in trouble for this, I’ve seen it happen.

Sorry to break it to you but its a much higher probability that you are the one that’s approaching in a weird way then that multiple women have found you weird enough to call security on you, just because they “can’t handle a compliment”.
If people around you get that uncomfortable that they need to call security, then that should be a huge indicator that you are doing something wrong and that you are going out way too strong.
It’s great that you are approaching girls since most people have difficulty’s with it, but you need to focus on how you are approaching someone. Get a couple of friends to listen to how you usually approach someone and get their opinion, maybe that can help you pin out where you are creeping out girls.

As a 25F, I don't think the shops are the best place to do that to be honest.
Usually bars or clubs are probably the best way, and ask them for they're number instead. Quite a lot of women feel uncomfortable rejecting an advance from a man if they're not interested, because of the chance it could lead to abuse.
If she's not interested she'll give you the wrong number, and give you the right one if she is.

Huge missed opportunity.
Even by the time you've said this much, you will have observed plenty of information that you could be using in your opener, which would grease the wheels tremendously.
What are they talking about at that time? What are they doing at that time? Eating? Shopping? Carrying bags? What bags? And so on.
What is going on around you guys at that time? How's the weather? Anything unusual going on?
The point being that there's a life going on right there. She's experiencing something when you open her. It'll be vastly easier to start an interaction with her if you use that as material for your opener.
This approach dove tails directly into conversation, too. So you don't have to come up with a topic.

Sidenote: the pretty compliment as an opener is unhelpful for you.
It's vague. A compliment that will land, will be specific.
Plus, by focusing on her appearance, you're passing up all the other things you could have been opening on that would lead to a better connection.

But I got stopped yesterday by a security guard saying that some girls have reported me and that they are going to have to pass it on to the police
If this is happening, something is going wrong. It's honestly easy to accidentally end up on this path. When I was learning, I creeped girls out also a couple of times. You have to try to learn what you did wrong and make adjustments.
No one should be reacting to an interaction with you by going to security.
