It is an IOI, but you have a role to play in their fantasy and you're shattering the fantasy. They don't want a dick tossed at them, they want you to be a hot dude. A hot dude isn't going to jump at the chance to speak to her, in her mind.

Try something different next time it happens, you have nothing to lose, right? Since what you're doing currently isn't working, then do something else.

You can turn your back on them, you can raise your eyebrows skeptically, you can raise your drink to acknowledge eye contact and then turn away from them, you can continue to dance obliviously, or you can even subtly match their rhythm in the dance without joining them in the dance and engaging them.

I have a theory that actively ignoring a woman works magic. I know they're there, she knows she's there, she knows I know she's there, and I'm actively ignoring her. I'm not moving away though, I'm just not acknowledging her yet. It builds a tension that steadily increases until they can't stand it anymore and they usually open me first.

I've done it on a bus, I've done it on college campus, I've done it in a club, a bar, a park, etc. I don't exactly know why it works, I just know that it does work. I can speculate, and I can talk about how it feels when it's happening. Try it out sometime. You have nothing to lose in those scenarios from the sound of it.

The reason I do it to women is because I don't like aggressive women, it's a natural response from me. I don't try to be this way, I'm just turned off mentally and physically by women not being subtle.

And making a beeline for me, putting themselves right beside me or touching me is not subtle.

Its funny because I am kind of in the same boat.

This has happened to me so many times and from my experience I can tell you this:

It depends on the girl.

Some girls do it deliberately so you can approach them and escalate.

Some do it for an ego boost as another guy said.

And

It happens randomly.

Your job is to find out which of the 3 cases is true.

It can be rewarding, it always is actually cause evrything is a new experience.

Rejection hurts, especially this kind when you think they are into you but you have to keep going if you want to grow.

It can be from a plain NO to a full blown make out and sex.
