Once you get over the initial shyness and being able to say hi and say a couple of things, I would start going to places where women go out to meet men. Bars, clubs, etc. Clubs might be a bit intimidating so start with bars. Go out with a buddy and if you see a girl, make it your mission to go over and give her a compliment and then go back. Don't try to have a conversation, just introduce yourself and say "I just thought that dress looks really great on you and wanted to let you know. See ya around!" And then go back to your drink. So have no expectations, no agenda, just be a man who appreciates female beauty and wants to let them know.

Once you've done that a number of times, try lingering a bit longer. After you have introduce yourself and complimented them, if you have gotten a good reaction, just say non-chalantly "I'd like to get to know you a little better. So what's your story?" Have a chat, say cool, thanks, it was nice talking with ya, hope to see you around and go back to your drink.

Slowly progress until all nervousness has gone away.

Making an observation and rolling with it has always been my go to but even just a cold approach, the hardest part is the first word. If a girls interested tho she'll help out by actually making conversation back. You'll have a bunch of awkward/random cold approaches but that's the way to learn.
