I like physical contact, if I’m not keeping up with myself or my girl isn’t I can quickly lose mine if I leave it alone, even when I’m the mood but that’s me. You may have the same problem, or your just not into the people your getting with. You might just be into the idea of sex, who knows. Find yourself.

I think some guys have this problem more than other guys
For me like doing something simple like making out and eating her out would turn me on and get me in the mood and I'd be Hard ASF basically.
If that doesn't work for you it could be a hormonal issue or maybe you are having some mind games possibly?? You might have to give more details
