It's not that she doesn't want to be in a relationship, it's just that she doesn't want to be in a relationship with you. People tend to sugarcoat things but for the most part, the excuse is some form of "it's not you, it's me". Generally, people don't want to be mean and hurt other people's feelings that's why they come up with those types of excuses. If another guy who she's really into wants to get serious with her she wouldn't care if she's emotional or whatever the excuse is. It's best to let it go and move on.

Yeah, I get where you're coming from. I've been there myself. Try to focus on positive things that move you forward as much as possible and naturally you'll start focusing less and less on things that aren't beneficial like the opinion of a girl that is not into you.
