The best way i build a social cirtcle is through hobbys/activities. Right now i am alot into pick up so most of my social circle are Pick-uppers.
In the past i went to alot of clus and fesitvals with psytrance music, so my social circle was made from people who also enjoy this kind of music
Name a Hobby you really like to do and then go to a club which offers that. If you dont have any hobbys, then you can easily start something you never tried. Theses days most of the sports clubs have an active social life. This means they are meeting on the weekend and doing some short trips together.
The most common way to build relationships is through commonalities. If you think about your past relationships you will probably see alot commonalities. First of you went to the same school/university/workplace and then you had something else in common like gaming/sports whatever.
So i recommend looking for something that is fun for you and then for a club/ facebook group or meetup event (really recommend that app) where people do this together

I did this with Cleveland not too long ago.
You need to cast a large net, there will be no one thing you do.
1.) First join a rec sports leagues in any capacity that you can, google it or find Facebook groups. ymca, bar leagues, etc.
2.) Find a local bar and make friends with the bar tender, it'll help start making friends with other regular patrons.
3.) Join dance groups, salsa, ball room, anything.
4.) Look for new hobbies, like rowing, biking, running, arts and crafts and see if they have Facebook groups or straight businesses they run out of.
It's extraordinarily difficult but be assertive in this. Nobody is coming to save you.
