What are you trying to accomplish by telling her? I mean, honestly, do you think it'll be a Kodak moment that gets her to change extremely serious life plans (moving hundreds of miles for several years -- I'm assuming college) to stay and be with you? It's highly unlikely. What's more likely is that having known the girl for a year, you're firmly within the friendzone, and by telling her you've been in love with her for the whole time, you're just going to alienate her and make the relationship you already have strange.

you already answered your question. that what if feeling is the worst. tell her and just be sincere about it. (not creepy). worst case scenario: she doesn't talk to you anymore. part of life man. move-on (which will be tough) but try and shake off that one-itis. best case scenario: she reciprocates and you somehow get something out of it and who knows, may grow to be something bigger.
