High conversational permission = Small gathering of friends......Lower conversational permission = Sporting Event....Even lower conversational permission = At a resturant (booth seating) .....Super Low conversational permission = Broadway theatre performance

I'd urge you to stop thinking of these things in terms of "Place X makes it easier/harder to talk to a stranger." It's more about situations. There are situations that stand as exceptions.

You ought to rethink your definition of "engaging." Because you can be in a place like a nightclub, where you can't talk to people well at ALL, and you'll still be capable of "engaging" them in plenty of non-verbal communication. It's possible to be engaging to the point of making out or getting agreement to leave together, without a whole lot of talking.

It's not about the place. It's about HOW you can engage a person in a given place.

The presumption here is that there are ways to know without interacting, whether someone will engage or not. Besides someone overtly looking away from everyone or sitting with their head down and headphones on, there's a wide range of possibility there. You really can't know without trying to engage first.

They'll respond positively and encourage or facilitate engagement, if they want it. (That's whether they see you first and develop interest, OR if they see you second and are responding to attempted engagement.)
