EXACTLY THIS! Women do it if her face is what she perceives as her best asset(and not her body), dudes do it too as a sort of weirdass "cool guy" initiation type shxt if YOU yourself are VERY above average in looks. It like the average looking dudes are auditioning to see if you(the classic good looking ASSUMED "popular" guy) approves of being Bros with him, the other good looking dudes show their approval of you, and the women do it to let you know SHE is also attractive in hopes that you "make a move" on her.

but seriously, im gonna start doing it, it doesnt help im a hijabi everyones freaked out that i wear a black mask / black scarf but....my eyes scare everyone away. i have small features but my eyes and eyebrows are very intense looking, so i like to flash here and there so ppl wont be scared.
