It's normal for guys that are attractive. Your move should be to confidently acknowledge her via body language and gestures. Gestures that say "I like what I see too" and/or "I caught you" (in a playful way).
If either of these things goes over well, then you can approach her as if she just yelled "Hey you, I find you attractive, and I might sleep with you. Please come speak to me.". Because that is what she just did.
