I would suggest the simple Hey, what's your name and introduce yourself as well. You instantly become less of a stranger. After that you can comment on what shes wearing but since you know her name you add that in there. For example "Well Sara I really like the dress you are wearing". Saying peoples names makes them more responsive and makes them feel like you known each other before. It's all about bringing her guard down.

You’ve got it going on. I typically walk up and say “you look really good” so she knows I’m interested in her.. then I’ll talk about whatever cool shit she has on, it works pretty well for me.
