All this means is a mindset reframe to help you overcome approach anxiety.

Most guys are afraid to go up to girls because they worry "Is she interested in me? Am I cool enough?"

All Mystery means by this is - you also have a say in this process. You've spotted someone interesting. It is ok to go say hi, and in the interaction, instead of worrying "does she like me", you ask yourself "do I like her."

She may or may not like you - that's out of your control so there's no point in stressing about it. However, what you do control directly is paying attention to how you yourself feel when you are around other people.

Alpha is kind of a stupid concept in that how it's mostly protrayed and written about is really superficial and often, to me, seems like it's spoken about as a thing that is used to impress other men. If what you are interested in doing is having fun relationships or a lot of sex or a bit of sex or many partners or a few partners, impressing other dudes just doesn't fucking matter.

What tends to matter far more than being able to brag and posture to dudes is - how do you feel about you? Do you value yourself and your feelings and opinions when you are around other people? Does it matter to you whether or not you like her, or do you only care if she likes you even if she's totally boring/mean/uninteresting/not a good fit, because you are worried that no one is going to like you?

Meeting women with this mindset - how do I feel when I am around this person? Do I like spending time with this person? Am I interested in getting closer to this person? Do I want to get physical with this person? - as in, knowing your own mind, your own desires, and seeing those things as important - that is attractive and it has the dual effect of helping you to feel more calm when you approach.

In my view, this is what Mystery is talking about. He uses lots of fancy catchy phrases, and while he has a lot of wisdom this jargon can actually get distracting from what matters.
