Ask her "What are you up to?" some afternoon and when she says, "Nothing in particular" tell her to be ready within the hour, because you are going to spontaniously take her out. If she makes up an excuse, tell her, "Let me know when you are free." And then stop texting her/going after her, because she is currently wasting your time. If she is interested enough, she will make time and then invite you.

For the last couple weeks she has been the one carrying the conversation, but now she seems off.
Are you guys talking/texting daily? You might be making the classic mistake of being too available.

Not daily, but once every few days. The conversations last longer than usual but that's because she keeps it going? Why would there be such a sudden change?

Girls love to talk, that doesn't necessarily mean she's super interested ..so I wouldn't read to much into her texting you a lot. Some girls even text/talk to guys with no intention of dating them simply because they like the attention.
Are you being flirty or escalating a lot? I understand you made out with her before ..but that was done in a party setting with alcohol involved, you need to replicate that while sober.
There's a million reasons there's a sudden change ..but the main cause of it is most likely a lack of interest/attraction on her part. The tough part is figuring out why.
I would put my money on either you being too available or not being polarizing/escalating enough or a combination of both. There's also the possibility she doesn't see a future with you beyond a drunken hookup ..again related to attraction/interest.

So I figure I have two options. I can text her tomorrow or the next day and set up a date no nonsense and do what I can to escalate, or I can just ignore her and move on and if she contacts me, go from there. What do you think?

I would give it one more shot. Invite her to do something that you have fun doing ..don't ask her though, say it as a statement. Like "Hey I'm going ______, you should come with"
If she says she's busy again, I would stop pursuing her
