If you are in college, meeting girls should be cake assuming you're not afraid to talk to them. And you make friends with them the same way you make friends with guys; find someone with common interest/goals and spend time doing/talking about them.
As for making one your gf: Once you find one your romantically interested in, escalate things past the platonic level and become intimate. After awhile, and if the romance and attraction continues to grow, ask her to be exclusive and volia... Girlfriend!

You're in college. There are social mixer events on campus all the time, or there should be. Just go to some.
Sign up for dance classes or other social clubs.
