I think she’s into you.

If I were in your shoes, I’d walk in, stare up at the menu for a few seconds, walk up to the counter, say hey how’s it goin smile etc. If she’s still acting like she was in your OP (flirty, friendly, chatty), I’d say something like “you know, you always make fun of my ice cream order but I feel like we’ve never actually met. I’m Bozo^¹ .” Extend hand for a shake, “nice to meet to meet you, I’m IceCreamGirl.” While still holding her hand, maintain the eye contact and say “IceCreamGirl, it’s great to finally meet you,” with kind of a laugh. See how she reacts to that (does she smile? Laugh?

Get your ice cream, etc. while making conversation. As she’s ringing your order up at the register, say “hey, you know we should grab a cup of coffee sometime. It’d be nice to talk about something that wasn’t about your judgmental ice cream tastes^² . What’s your phone number?” Give it like maybe a day and text her saying “Hey IceCreamGirl! This is Bozo, so about that coffee date. What are you doing this weekend? Let’s go to [non chain coffee house].” Set up a date and time^³ .

If you can’t and have to do it, say, a week in advance, then I’d go in to Dunkin on day 2, and the day before the date [or the closest day to the date that she’s working]. When you go on the day before the date, bring up the date and have a reason to push it back by 30 minutes. Something like “Hey, my sister [if you have a sister] asked me to take her to the [fill in the blank] on Friday. Could we do 6:30 instead of 6?” It lets her know you haven’t forgotten and it lets you know she hasn’t forgotten [unless she forgot].}

Edit: dammit she works at a coffee shop. Replace the words coffee date with lunch date.

Edit 2: In regards to her co workers, it shouldn’t be an issue. Just don’t be super loud about it at the register. Say it confidently with good eye contact, just don’t say it for the whole store to hear.
