this. Some girls are there to get noticed, but the majority of both men and women are at a gym for one reason. It is not an optimal place to sarge. That said, you can always try, but I would expect success rates to be just above zero

That is not the point. Many girls DO go to the gym to meet guys. But if you're not exercising, you're not congruent with what's happening in the gym. Then you just look out of place and awkward.

Start by making friends with the people manning the counter. Just introduce yourself and joke around with them. When you're walking by people make sure to hold eye contact with both the men and women. Smile back and nod or whatever once they acknowledge you. It's true that some folks at the gym are all business. These are usually the folks with headphones on. Other folks are more than happy to socialize and chat. I notice that it's much easier for me to open guys first to build a little social proof. Once women see you smiling and chatting with the dudes, the women are MUCH more receptive to your approach.

Personally I think it can be a great place to hit on women. Remember a PUA is the exception to every rule, and while most of the guys at the gym ignore the women as you said, staring straight ahead, you can be the opposite. And as long as you're not creepy (no one wants someone watching them work out) she should be able to leave with positive feelings towards you.
Since most girls have no idea what they're doing (at least at my gym) you have an easy open, offering to help with a machine, or to show them a particular exercise. Doing this you're also DHVing, and giving them an opportunity to check you out as you show them how to do something (better if you're stacked!).
Once the set is open, it could also be a good opportunity to neg your target (depending on the level of attractiveness) you could ask if she was trying to lose a few pounds for example. This would not be a good idea of something to say to a girl with low self esteem, but will work nicely if said in the right way to a very attractive girl who knows it.
Basically, go for it. What's there to lose? You can turn any environment into a opportunity. Hope that helps somewhat.

I've seen guys try the "show the girl how to use the equipment" opener, but it's painfully obvious to everyone in the room what's happening. I don't think I've ever seen it work.
EDIT: I guess to keep congruent to that approach, you'd have to be the type of guy that helps EVERYONE. Men, old ladies, <HB5, etc
I guess so. I suppose you needn't use an environment opener at all. Stick with what you know. There's no reason why you can't start with;
"This song I'm listening to just reminded me of a conversation I was having with blah blah blah"
Or move into one of your tried and tested opinion openers.

In my experience, you should catch their attention by being aloof while getting pumped. Give off the impression that you're there to work out and not check out chicks while simultaneously using you're peripheral vision to keep track of them. Finally, when it looks like they might be having trouble operating a machine or something, take off your headphones and offer a friendly hand. This helps with the vein pump
