You will need to separate her from the group, and talk one on one. Maybe after the picnic ask if she wants to go for a walk with you and make a move.

I agree that, that is the way to escalate things. I have no problem with being flirtatious. However going in for a kiss or revealing my feelings may be too much, too early and could kill off any feelings on her part.
I'm sure she knows she's very attractive and a lot of guys from my school think so too and put her a bit on a pedestal. This is were game comes in.
Is there anything I could do to spark her curiosity and to get away from the others in the park? Like show her something for example and then flirt with her like you say?

Bring some strawberrys and white wine (if it is legal in your country to drink in public etc). Girl love it

Make sure the couple know your intentions or at least the guy. Then make sure he or they can plan to fade into the backdrop (go throw a frisbee for a bit or go for a walk) for a few minutes or whatever your plan is to spend a bit of one on one time.
Hey, that's an interesting thought. My mate has his suspicions that I may like this girl, but I've actually been careful to not reveal to much to my friends, probably because I wanted to take things slow. I don't know if this is a sensible move, but you know how it is when your friends know about your crush; I guess I waned to keep this potential relationship on my terms if that makes sense.
Also, great idea with the frisbee!
