How do I get started on social networks?

I would not make it too complicated. Having accounts on social networks can be good or bad, it's another way of demonstrating who you are. If you put things on there that show you as a socially awkward creepy guy, it's better not to have any. If it shows you to be a socially healthy guy, it can help you in game.

I'd make sure you do the following:

make an account on Facebook, Instagram, and perhaps Snapchat (these two are currently the only ones that are regularly used, at least where I live.
have a good picture of yourself for your profile. Get someone with a modern phone or camera to make a photo of you in good lighting.
have a few pictures that gives you the appearance of being a social guy (photos with other people, perhaps in a party context etc)

You don't actually need to post things often. I never post anything on Facebook as I don't like Facebook. I just have a few photo's that fit the above criteria.

I somewhat regularly post things on Instagram, I like the artsy hipster feel it has. Same thing as the above applies, post things that make you look good and social, or don't post anything at all.

That means things like you with guys/friends (they don't actually need to be your friends, I don't have that many myself), you doing sports or a hobby, you with girls.

If you have a lot of those pictures, I'd post regularly. Then its a great way to demonstrate value after you've met girls.

Instagram is also a valuable tool for messaging girls when you don't have enough comfort to exchange numbers. You can just tell them something like

"I did this and this last week"

"Really?"

"Yeah check my Instagram. Also follow me I'll follow you and we look more popular."

Perhaps a somewhat unlikely conversation but you get the point. When they've added you, you can DM them and set up a date without needing the number. It's also somewhat more comfortable to add someone on Instagram than to give them their number.

In terms of friends/followers. I wouldn't add just anyone, just get like 150+ people on Facebook and you look like a regular guy. Same goes for Instagram, but having less than 150 is okay.

Don't waste your time. Social media is for egotistical people and it's better you don't get sucked into the validation that is social media.
