You took a wrong approach there and bordered a creepy route, depending on how close your dorm/house is. I would have waited until she was outside smoking and then asked her for a smoke. From there just introduce myself and talk.

Shit I knew it.... I thought I'll look lame if I just go and do that but I guess i was being a pussy by taking this route. I will remember next time. Do u think there maybe some way to salvage this? Like apologizing or should I talk to her again or not?

I would go with the smoking approach if I wanted to talk to her. I wouldn’t apologize to her.

Don't hit on your neighbours, colleagues or anyone in your close vicinity - unless they send strong signals towards you. uh ... and being around when you are outside is a coincidence not a signal.
