In that situation I also think it feels more smooth to get her attention first. "hey", or "excuse me", a possible light touch on the arm. Or sometimes if you approach more from the front she'll look up at you before you open your mouth. But yeah I'd make sure she knows I exist before getting to the point like that.

I think it comes off better if you first grab her attention and tell her that with eye contact.

Pre-opening with your eyes: This is going to be a really effective way to gauge where she is and also kind of take her temperature.
Opening: You could walk up with something random like "Hey, I thought you were cute." You know how "cold reading" can make an impact, especially if you're right? Well, something that can be more effective, is simply observing the overall situation and the girl, and opening with something that comments on the overall situation. Because it's what's happening in the moment, you're going to be relating to her instantly, based on something that's probably already crossed her mind or on something that she'll realize she should/could have been thinking about. It's better than interrupting her with something random. Which you can do. But need good game to recover from the probable disadvantage.
