Get hobbies where you meet people, and learn how to hold a conversation. Practise makes perfect, and getting people to talk about themselves is key.

I lack experience myself and can tell you that I recommend against using online dating apps.
Nothing can replace face to face and body language based contact. So you need to get out there and practice that. Hundreds of times. Period.
