If you could tell us what can you do in your town, that would be helpful. The general advice that I can give to you:

Lead her. Don't ask whether she wants to grab a coffee, just say that you are going to café together. That way you take all responsibility and she can feel relaxed.
Take her to low-pressure places. No movies, no dinner. I prefer starting with a coffee with her, since if either of us feels off we can excuse ourselves after a few minutes, but we can stay for hours too if the vibe is great.
Take her to more places, don't just sit around. Drink a coffee, then go for a walk, chill in a park, play billiard/bowling, or maybe even go to a museum. After the date she will feel like she knows you since years. Relationships are based on shared experiences, not on time. I know. The bad weather and the limited options are gonna be a problem for you, but you can always work it out somehow if you are aware of our possibilities.
Be careful. Don't forget to escalate. On the date you want to build comfort, but too much comfort without sexual tension will quickly put you into the friend-zone and good luck getting out of that place.
Best time for a date is late afternoon / evening.
