You have to fuck her at least once. I have a friend who did this with many women, he would always go back to them periodically (with the implicit promise of a fuck). It seemed to work for him. All you're doing is friendzoning yourself by raising their expectations and then stopping. A fuck cements your position as you have reached a level of intimacy that to her that is personal and private, even if it was just once.

Honestly I do this all the time, just give her good, fun, sexy vibes when you interact with her. Then stay away from her and only interact when you see her but always end the conversation and appear be on your way to anywhere but talking to her. When she's ready she will reach out to you, if she's not oh well you've lost nothing.
