13 is a very young age to have sex but I've heard of it happening (when I was in high school).
My honest advice kid, wait until you're ready, you will know when that is, but if she's not on birth control or taking a morning after pill wear a condom. Teen pregnancy is real. A lot of people have sex before theyre married, some people wait. It's just life

I'm 29 and never been in any romantic situation before cause I've never had a woman attracted to me before so I don't really know the concept of the usual topics here but I read to learn.
If you don't kind me asking what do you mean by wait until you're ready to have sex? Or when you say you will know when that is?

What I mean is that an opportunity usually presents itself. Being ready just means being ready to throw yourself into a sexual engagement with the opportunity.
You'll know it's time when you're physically and mentally prepared and you just go for it because you want to.

It's impossible that at age 29 an opportunity for sex has not presented itself, unless you're a cripple. Even ugly people get laid so I'm going to assume your ability to pick up social ques is completely shot and that your social skills are 0.
Here's what you do, move to/vacation in big city or college town. Download any and every dating app. Fill it out with very basic information and pictures that are not selfies. Message any and every person, ask basic questions about them. After about 4 - 5 replies say "hey I'm feeling a connection here, want to hang out?" Get them over to your place, start with casual talking, offer to put on a movie then make a move.
Assuming you're morbidly obese even then there should be about 1 out of 1000 girls who will take a chance with you.
Going to extreme measures you could always pay for sex.

I don't know if its impossible because I'm 29 and I've never had any woman consider me attractive before and there's never been a opportunity for anything romantic or any romantic scenario before.
I don't believe my social skills are 0 because technically speaking that would apply to friends and social circles which aren't really an issue for me.
What city exactly are you talking about? I don't think I'm set up to move as I just purchased a house here just a few years ago.
What would basic questions entail? What would make a move entail?
I'm not morbidly obese, I used to be obes when I was younger but I never was at the medical level of morbidly obese.

Im not asking you to think hard about this but men make our own attraction 90% of the time.
Social skills aren't 0% which is good.
Any big city or college town but this isn't a requirement. So you have your own house, that's very good, at the point where you ask them over, mention that but theyll probably want to meet up somewhere and hang out somewhere first, you can get them to go over later. Set your mile radius to 100 miles. You have to be willing to drive.
Basic questions: "how'd you get your name, what are you studying at your college, what's your favorite movie, why, why, why" Basically questions you would ask someone you're just getting to know. Make the interaction as human as possible by being emotive, sharing you own experiences and likes and dislikes.

I don't know, I've had tests done just basic medical and I've never been diagnosed with anything.
I know some people with autism and to be honest I don't think I have what they have.

I'm not really comfortable paying someone to have sex. It just doesn't seem like something I'd be ok with doing.
Well I can tell you I'm not very attractive so you can go by that.
But I'm 5'9, I have black hair, black eyes, always have a beard and having to trim and groom it because even when I close shave I'm always growing it again by the end of the day, got tired of shaving everyday so now I just trim it.
I'm half Mexican and half Italian. Used to be obese when I was young but I've began dieting a working out for about 5 years now and I've never been in better health.
Not sure what else to put, but that's the gist of it.

Relationships can be very serious and monogamous even without a marriage. You should have sex with anyone you want a closer deeper intimate relationship with. And you can have sex with people who you dont care about, that's fine too if it works for you.
