You aren't being disrespectful when you start dancing with someone without asking. You're being confident and fun. Depending on how you're asking, it's probably coming off as a lack of confidence, especially because you pretty much expect that they'll say no (that inner belief undoubtedly bleeds through in your brief interactions).
In your second scenario, you're being confident, fun, leading the interaction, and acting like you assume it's going to go well. That's all very attractive.

Cool thanks! I like to think of it as confident and not disrespectful, but I needed another opinion on it. I just don't want to come off as that as some kind of creep
