You have fear. And you haven't figured out your own strategy to help you take action in spite of fear. I.e You lack courage. You also have a victim mentality, "I just can't seem to fucking approach, I don't know why. There will be girls giving signs and shit but I just don't know how to." as if you have no power of moving your legs over to a girl and saying words, and as if this is some complex thing that you don't know how to do. Kids approach and talk to and play with other kids in kindergarten, you probably approach your mum to speak to her, and you can do the same with pretty girls. You just choose to stop yourself the moment your body reacts differently out of habit.
