If a girl is truly interested she will MAKE time for you, including cancelling other plans just to go out with you. just stop contacting her and see what she does. If she asks what happened to you, just say you have been busy with stuff, don't make it mean or personal.

How many times has this happened?

I'd either give up on her, or politely, but directly call her out on it, telling her she has one more chance before you walk away

"Hey her name, you've flaked on me number times. I'd like to do activity with you on day, but this is your last chance- flake again and I'm gone."
