In situations like that, I use the concept of familiarity. What do I mean by that? That by going often to that place (that is if you need to go there, not only just to see her) and making small talk with her, you're essentially cultivating your seed by constantly interacting with her. You might say things like, "Hey, is my favorite cashier" and stuff like that. Always joke with her, ask her how she's doing, what is she doing this weekend, and all that stuff, so that when you ask her out later she can think to herself, "Well, he's funny and friendly, we always talk and joke around" instead of "This guy just met me and he asked me out, what a creep." At the same time, you get a lot of insight from her by just talking, like if she has a boyfriend, she's bored this weekend, blah, blah, blah. If she likes you, she might tell you a lot and drop hints to make it easier for you to ask her out, such as "I'm not doing anything this weekend, what about you?"
