Tinder uses your facebook likes/friends as a way to match you with others, so no...you need facebook for it. Anyone can sign up for OKC as you dont need facebook.

I would guess tinder is easier since you both have to like each other to even text.

Also, if privacy is what's driving this question: Tinder has a pretty good data deletion policy. Down (formerly Bang With Friends) requires an email to get them to actually delete your data (as opposed to just disconnecting from your Facebook account). And OkCupid retains all your profile data for some as-yet-undetermined period of time (I have an email out to them for details, but I'm guessing it's indefinite).

That said, I think Tinder rate-limits your matches. I notice that the first time I open the app after a couple days, it'll show me recent people who liked me, and I'll get a match in the first few minutes. After that, no amount of swiping gives me another match. So now I look at the first few profiles, get a match maybe, and then stop looking at profiles for a few days. Rinse, repeat.
