I think it is a great way. Just wait till she posts something on her story that you can react to and do it. Then follow with a compliment or something followed by interesting stuff within the conversation. Feel her out. Obviously try to lead to a date but if you think she won’t say yes try to lead to a phonecall through snapchat. Do this in the evening when most girls are laying in their beds doing nothing on their phones anyways. Got one date on the same day one’s from a snapchat i got from tinder but she turned out to be absolutely nothing like her pictures. My friend met his girlfriend through her snapchat he randomly found on instagram, so yeah it can be a good way of starting off.

I don't think that will have a meaningful impact on her daily life. Just forget about Snapchat and meet girls IRL
