Skip her.. You shouldn't have to be the one who puts in all the effort. If she isn't capable of saying: "I do not think we are gonna work out, it was nice talking to you though, take care" well guess what.... NEXT!

Drop it. I'm doing the same thing to an ex who is presently trying to make me her backup plan. I'd say she doesn't want to hurt your feelings, but is likely just hoping you'll get bored and move on. The effort looks one-sided for sure.
