Idk about the true underlying reson why they flake but here are some pointers:
-you probably already know this, but dinner is a bad idea for the first date
-don’t sit on the other side of the table, sit next to her or perpendiculary to her
-you should not buy girl dinners, gifts or provide her services for free, if you must at least wait until she reciprocates your advances.
-you showered her with compliments, cut on that. One or two are fine, but don’t overdo.
-physical escalation is a must. When i was dating i usually started with lots of incidental and friendly touches right away. Then changed venue to something more intimate like a nice park or riverbank and went with overt escalation. Usually took me like 1-1,5 h to go for a kiss from from the start of the date.
-also your tinder profile may give off different vibe than you do in real life
