We are products of culture and societal norm. The idea of an app that simply lets you hookup with other people sounds like a great idea to everyone. However many girls who are raised to be very conservative in their choice of sexual partners will have a hard time overcoming what they have been conditioned to think about having sex for fun with a stranger.
It is your job to overcome these barriers and remind her of her primal drive.

do you think slut-shaming would be the number one factor that makes it so difficult for the rest of us? i feel like it carries a heavy impact but i can't really convince myself that's enough to make it as difficult as it is

It's a mix of societal things, like women being slut-shamed and not being encouraged to be open sexually, and things they have biological elements, like the fact that differing reproductive strategies just result in women being less interested in having sex with as many partners as men are, as well as women having the ability to be choosier.
Don't trust those neckbirds that go all "IT'S ALL BIOLOGY BECAUSE IN THE CAVEMAN DAYS," but don't trust people who think that humans are exceptional and magical and the only species to not exhibit behavioural adaptive traits, either.
