Investigate Possible HHS and DOJ Contractor Misconduct in the Horrific Abuse of a 13 Year Old Boy

NBC New York recently reported on the horrific and long term abuse of a 13 year old boy:

This abuse continued for 17 months after HHS contracting agencies had been notified of his abuse.

"Making the case all the more horrific is the fact that teachers at the child's school first reported his injuries to authorities some 17 months before he was eventually rescued."

"Distraught teachers at South Lake Elementary School said they repeatedly called the Department for Children and Families to try to get help for the boy, then aged 12. The abuse started while he was a pupil at the school."

"When police found him a year and a half later, the 4 foot 4 boy weighed just 40 pounds."

The sad reality is that HHS contractors have exhibited a documented pattern of failure to act and misconduct which prevents loving parents and their children from having a mutually beneficial and protective relationship. This includes fraud, waste, and abuse of US Code 42 Section 669 "Grants for Access and Visitation".

Furthermore, USDOJ Contractors acting under VAWA have acted in a sexist manner, failing to recognize that the acts of abuse and parental alienation by malicious parents to separate other parents and their children from one another are acts of domestic violence, and sometimes a threat to the health and welfare of the children involved that can precede this sort of horrific abuse.

Consistent with your duties, I urge you to examine the actions of HHS and USDOJ contractors surrounding the abuse of this boy, including interviewing the boy (when he is well) and his mother, to determine if misconduct at those agencies may have led to his abuse.
