That is because you jam your mind with anxious thoughts of what to say. It is impossible for it to multitask and it is even more impossible to multitask while you're anxious and in fight or flight mode.

If you've ever had a conversation at any point in your life you are capable of conversating with anyone. Let your mind flow freely and don't interupt it with anxious thoughts. Do not be afraid of negative outcomes, everything in life is learned via negative feedback. Have you ever seen a kid ride a bicycle for the first time? He'll zigzag, everytime he goes too far to the left he responds by going too far to the right. Negative feedback (you've gone too far to this side!) gives him information that he subconsciously processes. Once he learns the correct movement he forgets past mistakes and imitates the 'right' movement.

Your brain can imitate 'right' movements in conversation aswell, just let it do it's goddamn job. Once again if you have ever had a conversation with anyone you can do this, your brain can imitate that conversation, things can go wrong, sure, but see that as learning not failure. Get out of the vicious cycle of 'I can't talk to girls', it is based on a false self image and that self image is the ONLY thing holding you back. 'Instinct' is already powerful in animals who have predetermined ones like procreate and seek food, how do you think birds that have never migrated before get from the UK to Africa? They don't have maps and other birds telling them where to go, its instinct. The beauty is that humans are able to create their own goals and instinct will get you to those goals eventually. Your mind is a fcking powerhouse, and it is wrong to think that you can't use it to conversate.

Play the exact same scenario out in your mind and try to 'solve' it. Maybe you've guessed it but this counts to experience just as well as a real life conversation. Try not to jam your mind, realise NOT through force of will but through undenyable truths that you do not suck at conversating, and play some scenario's out in your mind if you still feel you lack experience.

Another sidenote to show you what I mean, if you're into drugs and maybe even alcohol, maybe you have heard stories about people asking things like 'how can I be as fearless as I am on alcohol, as social as on mdma and as talkative as on cocaine. If you haven't you should search for these stories. They show a critical thing, because these drugs do NOT give you magical powers! It is not that the drug creates a new version of you that can suddenly do these things, it is all inside of you! And CAN be unlocked with ease.

Didn't mean to write such a wall of text but I know this will help you way more than the usual 'questions then conversation threading and on to deeper subjects' of seddit. Let your brain do it's thing, let your subconscious take over.
