Be direct, ask her out in person if you can.

Also, actually have a plan, don't just ask to hangout. Be specific, "Want to go to a show at x bar Friday?" Or "Want to get coffee Tuesday afternoon?" are some examples of being very specific.

These little things can increase the chances of a "yes".
